Homebrew convert 3ds/cia games to 3dsx?

Is it possible for someone to make a converting program,that converts 3ds or cia files/games to 3dsx?So that way we will be able to play real 3ds games on homebrew.

Also correct me if the last sentence is impossible,i dont know.

BTW if someone wanna give a try on making this i dont have a problem.
