You don't need a framework or anything fancy to stream video to the 3DS. It can be done with the regular homebrew toolchain.
I mean maybe but due to NTRViewer needing BootNTR framework I highly dought as the same TCP servers would need to be made and I dont think that can be done in HBL userlan.

I take it you don't do much homebrew development, then? It can be done. It's not even that difficult.

NTRViewer is nothing like PC to 3DS, It would be streamed albeit similar, But not like it.
And yeah, 1080p - 120p/480p both screens would still look terrible which is probably why it hasnt been done yet.

i wasn't saying it was anything like NTRviewer in the sense that it'd be easy streaming the other way around. I do agree i'd be similar though.

There is one way i did think about was to have a program that ran similar to 3dscontroller but the program you'd start on pc creates two extra virtual "monitors" that are resolutions as your 3ds where you'd have to drag and drop stuff. but the question comes again to, what could you do with these resolutions?

Your title can mean two things:
INPUTS sent to PC via 3DS: See 3DS Controller.
VIEW AND CONTROL PC via 3DS: This'll require VNC.

And if it "isn't that difficult", do it yourself? :P

If I remember correctly there was an 3DS homebrew to stream your PC screen to your 3DS screen although it has stopped production and is pretty laggy.

Apologies for that, but here's a hint: Don't say oh it's just so easy and then be like "LOL why would I make it" - then you're just being an absolute dick.
I'm saying it's nowhere near as difficult as ShinyMK makes it out to be, and gave advice on how it could be done in my first post in this page (port the already existing open source DS homebrew that does exactly what OP want). Why would this equate to me owing GBAtemp a 3DS VNC client homebrew?

Porting the code from the DS homebrew would be like trying to port a Native android app to iOS lmao

Not at all. Android apps are written in Java and iOS apps in Swift. DS homebrew is written in C, same as with 3DS.
