Yes, and use sysUpdater to downgrade with legit CIAs.

You can downgrade and install any CIA with a sig patching CFW, though.

yes, only if signed with the CTR AES Commonkey for Retail units which we don't have and Nintendo does...

This is for my little brother who doesn't want all the fancy stuff, and luckily only wants Dream Team and 3D Land, which are available as legit CIAs.

One you can't.

legit are just fancy words for CIA files that are encrypted with Nintendo's RSA Key for the 3DS, shich we don't have and they do, so it's referred to as "legit" and "illgeal" CIA files are either no crypted or signed with 16 bytes of 00

There's a sticky on the forum, but I can explain.

Legit: Signed software, usuable on vanilla sysnand. Usually installed titles or preinstalled games.
Illegit: Not signed, needs patches to run, created from roms or custom files.
