ROM Hack Cities skylines custom maps?

hello.
i got myself cities skylines a while ago for the switch and i absolutely love it.
sure it has its performance problems
and removing 3 times fast forwards with 15k population.
but not really a big deal. especially with overclcocks for docked mode

now i've been wondering for a while.
i want to mod the game.
i know the normal mods wont work (most likely)
but i want to import my own custom maps.
i own the game on the pc too (also the same dlc's as the switch version)
i'm wondering if it would be possible to create and design a map on the desktop (not building a city) then importing it to the skylines game on the switch?

my switch is indeed modded with atmosphere.
