Hacking cIOS 249 won't install correctly.

Whenever I try to install cIOS 249 through cIOS rev20b, it at first seems to install fully. But when I try to play a game with it in CFG Loader, it just says "Booting IOS 249 ..[Frag]..." and then stops after that. Any other programs that use IOS 249 for USB loading don't work with it either.
I have IOS 222, 223, and 224 installed correctly and work fine but I'm really itching to play multiplayer on Black Ops.
Anyone know how to get a correct installation?

What base wad are you using?

isnt a stub version??? u can check with syscheck or dp-mi wiibrew edition. if stub cIOS, then remove with dop-mii and reinstall it from cIOSX rev20b installer (not from Dop-Mii).
