ROM Hack CICertA issue

Hey! Not sure where to post this, so I think it would be there... if not, may any mod move the thread to the correct forum?

Anyway, I came here to ask, despite the intense research, for a working URL that can convert my CICertA files (.bin) to .dec (as it explains here). Does anyone knows a way (or an URL) that would allow me do that?

It looks like you can compile that program from Github with the link you posted. If you look that up I am sure you can find it

The thing is that I have the code.bin file already, but I need a working URL that allows me to use this code.bin to transform the other two .bin to .dec
