I don't understand your setup fully, let me get this straight.

You have [I think]
- SysNAND running 9.2.0-28U
- MenuHax 2.2(?)
- Rxtools version ? (I would hope one of the nightly builds)
- No EmuNAND? [This is your first major issue, I would imagine]

To answer your question, the failure point here could be anything really.
- It's possible the update CIA you have is bad.
- It's possible the DLC cia you have is bad.
- It's possible the Update/DLC cia's you have are not of the correct region for your installed copy of Smash. (Which should be the version of the region you live in)
- It's possible the DevMenu just doesn't like the CIAs you have for some reason and you need to use another installer.
- You really should be using an EmuNAND instead of the SysNAND through rxMode, you're going to brick your SysNAND one day if you aren't careful.

As you can see there's a ton of issues you could be having and because you just shat your information into a single run on sentence without providing quite enough detail, I'm not really able to pinpoint exactly the problem is.

Your other question thread didn't give enough information either.
