Homebrew cia game on homebrew doesn't work

So I just download cia on my 3ds via homebrew launcher, I download game on cia and it doesn't
appear on my homemenu, please help, thanks and sorry about bad english.

CIAs are not something that appear on the homebrew launcher they need to be installed on CFW(Custom Firmware) in the homemenu.

The only applications the homebrew channel recognizes are those that exist inside the /3ds folder in .3dsx format. Cia files must be installed in some sort of NAND ( sys, RED, emu, etc )

Unfortunately no, you would need to downgrade your console with a console that already has CFW installed
