R4CCE is the program you need. There is a button with … on it that lets you load a ROM to check its ID values. You might be able to get cheats working by duplicating the entry for the base game and replacing its IDs with the hack's IDs. But this may not work, if data has been moved around when making the hack.
It's possible that SG/SS have been added to the cheat database, so it might be worth updating before trying to edit anything.
