Hacking cheat malfunction

i've been triying to use cheats on my roms but for some reason it hasn't been working, i enable them and run the rom but there is so indication that the cheats are under effect, even what they are supposed to be affecting.. the current settings i have set for cheats are:

cheat switch : instant codes

soft reset/RTS switch: off

playmode : download play

i've just recently started using m3 and i dont really know what im doing other than experimenting. ny help would be appreciated thanks.

"playmode : download play" = disable all extra settings
that means, Cheats, SoftReset or RTS will not function under that circumstance
