Is pKHex gonna be a Homebrew? NSP?

It's a program for Windows. But people have made 3rd party apps back on the 3DS that functioned exactly like PKHex. So we may see one for the Switch in the future. But for now, it's only on Windows.

Given the switch's increased capabilities it might be possible to create an actual port. I wouldn't hold my breath for it, though, since with reliable FTP servers for the Switch the inconvenience of using a PC-based editor is greatly reduced.

I checked yesterday, and the offsets are the same, so yes.

No. It's up to the dev team or someone with skills to make it into a homebrew app. I know the 3DS has one but it was limited with features

You can't with SX OS. You need to use Hekate with noexs debugger.
