Apparently there's a whole separate encounter table of rare Pokémon that appear more frequently the higher your catch combo is. Chancey is one of them, you'll also see more 2 and 3-tier evolutions.

Can someone please make a cheat for eevee and pikachu for 999 masterballs ONLY? Since the 999 all pokeballs cheat causes crashes?

Sell off the pokeballs, you don't need to the store. It will fix the crash. At least it works for me. I think I must have sold half my inventory.
