From what I've experienced, unless you do all 8 bytes, it'll come out wrong. so the whole 01 00 00 60 01 00 00 00 then repeat.

observing my save file, offset 0B mirrors 03 and like you said 04 and 0C are both 01.

Yes. Since 16 bytes show per line, and each set of 8 bytes is an order.

in your image example offset 000AEFd0, 03 is "60" but 0b is 70" while the offset above it has both offsets having 60.

should 03 and 0b have the same values?

My file already has all the orders unlocked. The reason some are 60 (and red) was to illustrate that they are to be set that way to set the orders as complete, without having already collected the reward. 80 means not complete, 60 is complete with reward available, and 70 is complete with reward collected. Since that's mine, and I already had them all unlocked, it was just to show the differences. Each set of 8 bytes is one order.

Could i bother you to do one for me? I lost my save files due to exfat corruption and I cba to get all the orders all over again, will it work with a fresh save after the first file?

Certainly. Just sell/buy some stuff, then make note of your money amount and save at a PC, then upload your save along with that number.

I'm starting to think I should make a separate thread. This is bigger than I expected...
