Did you unzip the .zip?. You've to open '0100BC0018138000 for Ryujinx' folder, then open 'Super Mario RPG (US) v0' folder and finally drag the cheats folder into your Mods Directory (On Ryujinx right click on Super Mario RPG, then click on Open Mods Directory).

So the path should be moreless:

mods\contents\0100bc0018138000\cheats\E968832CADE2AD7C.txt
