Hardware Charging a PS4 Controller on the PC

I can't seem to charge my ps4 controller on my laptop. I'm pretty sure I was able to before. I know it's not the charging port since I've tried more than one. also, it's not the cable since I can freely connect it to ds4 for windows via a charging cable. I can't for the life of me figure out what's going on. ds4 says that the controller has over 60% power remaining. I've tried two controllers, and neither one will charge on the pc, yet they charge with my cellphone cable.
 
Mind sharing your laptop model?
How often you charge your DS4 using a smartphone charger?

Inspiron 17 5000 series is the model.
I rarely charge my ps4 controllers since I don't play my ps4 or pstv. the laptop won't charge either. I don't think I've tried another cable. I know the controller is being detected though. the cable charges the vita btw, and I can connect to qcma via the cable..
