Hacking Homebrew ROM Hack Changing Game in Game Card

Hey guys! I was wondering if I could somehow change what game is on a 3DS game card, so for example A super smash bros game card and change its game to Tomodachi Life or something like that. I know I can use God Mode 9 to change the files inside but how would I change a 3DS game on the SD card to a .3ds file to put it on the game card. Could I do that?

You can't rewrite a 3ds cartridge.

I am also curious about this. Like is it possible to erase a stock game cart (have tons old games don't play or want), and use it as a media storage or install other games to it.
I do know you can buy blank carts for this, but can you hack the original game carts yourself? I understand a programmer for the carts is prob a def requirement. Thanks for any replies/ answers.

It's called Read-Only Memory (ROM) for a reason..
