First thing you asked is whether it's a good idea to downgrade your PS4 when it's already modded. Obviously not a good idea if it functions and works with the games as intended. There's a reason why you should never watch video tutorials because they not only become relatively outdated, but if it involves critical steps like modifying the system with non-working methods, then you are held responsible for any damage that it may cause.

As for region changing your PSP, there's no point in doing so if you install custom firmware, which already has region free patches. Permanently region changing is possibly the worst thing you can do to your console, and in many cases, you can end up bricking it.

Yeah, don't try region changing a PSP. You can just set the language to English and with CFW you can also swap the X and circle buttons

Follow the guide for installing ARK-4 CFW. There are dedicated sections for which method you prefer using.

It's recommended to use the cIPL version.

Its worth mentioning that all games are region free on PSP.
The only region lock is UMD video, ARK can change region if this is what you are going to use the PSP for.

The reason you'd realistically want to change the reigion would be for digital products from the playstation store which is no longer available for the psp, and online multiplayer, which most official server have shut down, only some proprietary servers will be online nowadays.

You'll be better off using (if you have it installed) Pro's fake reigion to bypass region lock on UMD movies and multiplayer servers instead of flashing a new firm.
