Hacking CFW capabilities questions

Hi. I recently successfully installed A9LH+Luma on my New 3DS XL. Everything works fine, but I have some questions regarding CFW capabilities.

1) After installing A9LH I decided not to update to latest 11.3 firmware due to several reasons, and left on my stock 11.0. And now everyday I get an update nag. I tried to remove it using save mode method but after some time it appears again. Is there a way to remove it forever? Maybe use some custom DNS in connection settings? I don't want to turn wireless off because I often use streetpass and freeshop.

2) Is there a way to dump installed games and their DLCs to SD card as cia files? For example I downloaded from Freeshop a game and 2 DLCs for it. I want to dump the game and both DLCs as 3 cia files on my SD card. Is it possible?

3) Which is the best program to backup saves from installed games, including my Mii and Streetpass Mii Plaza. Can saves be injected to another cfw console? If the save is bounded with my Mii (for example Super Mario 3D Land) should Mii backup also be injected to the new console?

1) Why won't you update? With a9lh (and luma3ds as cfw) you are completely safe. You just have to update homebrew_launcher loader and NTR if you use them and you are good.
2) Decrypt9 has the option to dump installed contents to via. Works perfectly with games, I don't know if it works with DLC too.
3) You can use JK Save Manager to extract saves and restore on other consoles

1) Just update if you have a9lh. That way, no more update nag.
2) Yes, Decrypt9 can dump DLC to a CIA. You just need to know the title ID of the game/DLC. FBI can tell you the title ID if you go to the Titles option and find the DLC.

Why do you need current firmware though?

Why not? It's by far the easiest way to run Sun, Moon, and Welcome amiibo.
