Hacking cfw 3ds spoof 4.x

how do you spoof dlc and cia to play it in cfw 3ds?
is there a tool? can't find anything like it

have a dlc but it didn't show up in the game :/
and just want to convert 3ds games to cia so i don't need to find the cia converted 3ds game all over again anymore
