either: Go ahead and store your games on a HD, simply because it can hold more.
If you're asking whether it is better to store CFG Loader on your SD card or your HDD, I prefer the SD, but it's neither here nor there; whatever floats your boat, go for it.

Go HDD route because you can just take your SD card with you or place it somewhere else & this way no one can load any apps that require SD access to delete anything important or mess your Wii up totally.
