For some strange reason, it won't load. No matter how many times I try, nothing happens aside from it booting me back to the homebrew menu. And yes, I don't use Gateway. The problem is that I was trying to use the "file inject/dump" option, but my version of Decrypt9 did not have it for some odd reason. I went to get an updated version, but I can't open it through the Homebrew menu. Using the "START" command when booting just does gives me the older version with no "file inject/dump" for some reason. Any help?

Did you actually replace the older one with the newer one then press your designated button when booting? If you have A9LH, you can no longer use Decrypt9/EmuNAND9/Hourglass9 through the Homebrew Launcher and must use the Luma payload feature.

Decrypt9 only works on HBL on 9.2 devices. If you got a9lh, use Luma payload (holding start when booting). If you got an old version of decrypt9 when doing that, replace the decrypt9 folder in /3ds with the newest one ^^
I tried that, yet it does not work. I must be putting the folders in the wrong places.

This is my directory of when I extract the download (ignore the fact that Firefox opens .dat files and that .bin files are opened up in an unrelated emulator).
I'm not sure where to put each one. I literally put them in five different places before giving up.

Copy the Decrypy9WIP.bin from that folder into your sdmc:/luma/payloads then rename it so you can use it with a button at boot. Lets say you picked x, you'd rename it to x_Decrypt9WIP.bin.

Then while turning on the 3ds you would hold X button instantly to get into decrypt9 before the home menu launches.

Put the folder Decrypt9WIP folder in yoursd/3ds and Try copying the decrypt9wip.bin into Luma/payload and rename it with a button to use it when booting :)
