I'm not sure if it's case sensitive but otherapp.bin shouldn't be all capital letters

you will have to use the ntrboothax method and buy a flashcart from nds-card

No you cannot downgrade for free. If you don't have another hacked system or the money for the ntrboothax method, you're SOL.
