Hello, I am trying to downgrade 3ds from 11.0 to whatever fw,I have legends of whatever the name is and I can't play it. Please help (1. I cannot play any dsiware, and I am on luma 3ds (luma3ds Emu 11.0))

DSiWare games need to be installed to both emunand AND sysnand to work on emunand. The game must also be PURCHASED legit. A pirated copy will not transfer, even if you have the ticket installed.

If you're on an emuNAND it has to be installed on sysNAND also (if you have a9lh, best to get rid of your emuNAND).
Also if on a9lh please see troubleshooting I linked above.
That with the post below or you use something like Minipasta on the cfw 3ds to be able to install dsiware on the sysnand.

Don't get rid if your emuNAND till after you've installed a9lh. There's some steps in the guide to flash it to your sysNAND and get rid of it.
