Misc can’t access eshop problem “region wise”

Hello i hope someone could help me .. i just bought a new 2ds xl and i didn’t check the region i thought it was EU so i set up a nintendo ID as EU and used it to enter eshop then i reliesed that its a USA virsion so i changed it to usa both the nintendo id and the console now i cant access the eshop ??
taking in mind it did enter the eshop the first time

If said console had already entered eshop in EU. Then its going to be stuck as EU. I dont believe there is any way of getting around this.

Thank you for your replay so I have reset the Nintendo network id as it was a Europe account on a Ntsc console .. The eshop works fine .. I bought this new 2ds xl to use seedminer method unfortunately Nintendo pulled all the dsi ware is there any way I could install luma + boot9strap ??
