Hacking Can you put a modded game onto a disk?

I want to make my friend a modded version of smash bros wii u with us as character skins over other fighters. I figured to do this I would need to homebrew my wii u, dump the rom, and add the changes. My friend isnt that tech savvy and so I wanted to make it easy on him. I was wondering if It would be possible to burn the edited game on a disk and have a regular wii u play it just like it would any other game

Would this be possible and if so what would I need to do?

Yep the WiiU uses a proprietary disc drive similar to but not the same as bluray and there are no writable versions of the discs available and no actual drives to burn the discs
