what about installing them to the homescreen?
If you mean installing .CIA files to a 3DS, then yes, you can do that.
Otherwise, .CIA files are not meant for DSi systems. The .TIA (TWL Installable Archive) format is DSi-compatible, but as of right now there's no public method available to install a .TIA into a DSi.

One more note:
.CIA = 3DS
.TIA = DSi
