Can the 3DS be hacked without a flash cart ?

Like the title states , can the 3DS be hacked without a flash cart ?
By that I mean using something along the lines of a modmii through the sd card to hack it and load games from it. I don't know a whole lot about flash carts and what they do or how to use them but I have a 3ds and I would like to make the most of it for my son .

Yes, it can.
However, you do need a certain FW or a game to hack it.

by now, most people seem to think of flashcarts as being extra work (except sky3ds, but cfw is worth the extra effort. sky3ds isnt that useful when compared to cfw). The guide others have linked will give you all the info you need.
