Hardware Can someone hell clear the air regarding save data secure values for me?

So my N3ds is dying. Long story short, it keeps crashing, including on system transfer. I want to get a new one, and try system transferring, but I'm worried about my saves. I've done a bunch of nand restoring so my secure values are all messed up. How can I get my saves to the new 3ds? Do I absolutely have to hack it and use Jksm? What happens if I can't transfer and I have to have Nintendo move my NNID over? Any hope for my saves then?
 
Saves are stored locally so your only options are system transfer or hacking both systems and using some kind of save management app like jksm

No PC application to mess with secure values, then? Do you happen to know if JKSM requires CFW, or can it be used with just the Homebrew launcher?

No, there's no PC app, the encryption keys needed are stored in the 3DS itself. JKSM can be run from the Homebrew Launcher but some games are harder to access than others with that method. If your 3DS is on firmware 11.3 or lower, you'd have at least two options for backing up your saves via CFW and possibly could even fix the issues you're having with it crashing.

I've tried a million things to get it to work. I've even talked to a dev and they were perplexed. I've told the story too many times over the past couple weeks about what happened, so I'll just say that it's beyond repair at this point, I've already ordered a replacement
 
you should be able to export the saves with JKSV or SVDT.
this will give you the raw savedata, as in it's not encrypted with your console unique keys.

any saves that have secure values will be handled when re-imported automatically by both softwares.
do note that games that have a secure value in the savedata will need to have a save in the first place before you can import the old ones
(because there will be no secure value to insert into the imported save, and the game will think it's corrupt data). just play the game until you can save, save and then run svdt or jksv and import your old backed up savedata after that)
