RocketLauncher is a exploit which allows CFW type software to run on the DSi discovered by ApacheThunder and and worked on by him and a few others. To use this exploit you either need a flashcard or a certain retail game cart (I believe ApacheThunder is adding support for retail carts before it's official release). But for what can it do, that is up to what the developers want to do with it. Rocket launcher itself is just an exploit.
