So I have a N3ds on 10.1 and I was going to keep it like that so I can get snshax, but It looks like memchunkhax2 will come out sooner(like now) Should I still wait, or should I update before nintendo releases 10.4? Also, did they release 10.4?

If you desperately need eshop right now, go ahead. No real difference as stuff'll still work on the latest firmware. 10.4 isn't a thing yet.
