Seems pretty clear to me. OP is trying to get homebrew and b9s on his 3ds, using sudoku (and presumably seedminer method).

but that guide doesn't seem to have the dsiware part anymore. Seems focused on steelhax.

It does have the DSiWare part. Both Fredtool and Frogtool are on there. Did you miss the "Seedminer" section?

Saw it, but didn’t see a list of compatible titles (that mentions sudoku). I’ve used every hax since the beginning up to ntrboot just for grins (my O3DS is hard modded), but stopped there since that’s all I’ll ever need to help someone out (in person). The Seedminer bit looks like a long read...
