Homebrew can install dsiware .cia on a9lh??

You should be able to, depending on the CFW which handles the necessary patching. A9LH itself doesn't have any influence on the ability to install DSiWare CIAs.
The recent tutorial for A9LH by Plailect focuses on using the sysNAND (using a newer version than 9.2) as your main NAND by the end of it, so you don't need to install it twice like in older configurations that used a 9.2 sysNAND and a newer emuNAND.

Few Questions on DSiWare
I read you need same Region, so will go with that.
Does it work on GW EmuNAND?
Same thing needed as if running a DS Card? Reinstall GW Exploit?

Not really, you need to install them to sysnand, I don't even think you can do the GBA forwarder trick where you install them to both...

Yes, they will remove the mset exploit

Well, I dont know what is going on, but I took some Eur DSiWare Games and Installed to Sys and EmuNANDs, all I got was either a Black Screen like the System Shutoff the Displays but still had the Power on(EmuNAND), and under SysNAND, it did not Install correctly or at all.
