TL;DR: No, you need an AMD or Nvidia GPU to run Cemu properly.
Long Answer, I have
16GB RAM DDR4
intel Core i7- 7700HQ @ 2.81GHZ
Intel HD graphics 630
Win 10 64 Bits
When I tried to run Cemu with Mario Kart for the first time, it was set up to use the Intel HD graphics and OH BOY!. It looked like the damn CPU almost had a heart attack trying to run the game. I had to force CEMU to close because it wasn't responding... Then I went into the settings, configured it to use my Nvidia 1060 GPU and did hit 60FPS in Mario Kart right away.

I can try to see if Super Mario 3D World runs at all.
I know it's a game that doesn't require too much compared to games such as BOTW to run at 60fps.

Good news is that the game surprisingly runs at 55 fps most of the time, the lowest 40 fps when it drops.
Bad news is that more than half of everything is missing from the screen, including characters faces and arms LOL
