I have a 3ds with a burned wifi board, i'm planning to install either boot9strap or arm9 but i read udsploit needs wireless comunication to be on in order to work. Is this possible? What should i do?

Yes, since the current method (soundhax or hardmod) doesn't require the internet.
But, I think after you finishing install boot9strap, you should backing up your moveable.sed, and move to the new console.
And, selling the old one for parts instead.

9.2? Then it's really easy to install the hack.

Just read the guide at http://3ds.guide

Wifi should not be a problem. But at the end there every is the possibility to do the hardmod.

But if you want to use internet with the console you could just replace the wifi board.
Costs less than 15$ on ebay

Even if the guide says "Ensure your device’s Wireless Communication is turned on as udsploit will need the wireless module to be active to function"?

I believe it only requires the wireless option to be on, not necessary connected to any access point/wifi router. It says in the guide:

"Wireless Communication only has to be on; connecting it to an access point is not required."

Yes but when the wifi board isn't working the 3DS itself make you turn it off with a message saying an error ocurred everytime i turn the wireless connection on
