Homebrew can i dump installed games on my system ?

I dont understand your question fully.
But yes its possible to dump a 3ds game that you own.
It will be dump as a .3ds file.
Then you can convert it to a .cia and install it on a 3ds with a custom firmware.

Look up Uncart and Decrypt9.

he wants to create instalable cias, or "dumps" of his installed games (the ones that are in the home menu)
i don't know why exactly he wants that, he can just download the cia, it's almost the same thing

related question, after use uncart to get a 3ds file, can we convert it to cia directly on the 3ds, and how?

I dont know of a full on system way.
The way i do it is the files are decrtyped on the 3ds but build on the pc.
 
decrypt9, dump your ticket.db
use FunkyCIA on the pc, python tool
you will get cias of your games that you bought
