Homebrew can i convert SVDT to .cia version ?

hi , is there a way to install save manager or SVDT to emunand ?
i already have savedatafiller , but some game don't work with it for some reason

OP, just use this older version:
SaveDataFiler-SDK-5.2.2-CFW.rar (use google, it's on that other certain site)
works great on all hackable firmwares.

some games appear as broken CTR , so i can't use savedatafiler on that game

has these carts ever been played on 10.2？ if so，update your emunand to 10.2 and have another try.
are the carts in other region? if so, you should use the freemultipatcher

and it's USA region

i just tried all my .3DS games , savedatafiller can't see any oh them

edit : just found another link and installed it

but still , most of the games say its broken CTR
