Can Chromebooks play ppsspp

Tablets and big laptops don't do it for me I'm mean I think some Chromebooks are big but at least light

Chrome OS can run Android apps and PPSSPP is available on the Play Store, so probably.
Your experience will likely more depend on how capable the hardware is.

And it for sure can't be a Samsung Chromebook. As far as I know, they use Intel Atom (or at least they used to). IA uses a modified modern ARM set of instructions. So its great for a chromebook but not an "android" app. So again, your milage may vary, if you can even get started.

If you get a bit hacky, you can turn any Chromebook (even Chromium OS) into a proper, Pixel-like device with all the goods with Project Croissant, so hardware is probably the biggest variable.

No ChromeOS that actual consumers buy (Pixelbook need not apply) is powerful enough for a good PPSSPP experience.
