Homebrew buying a dlc

I have some quick questions:
1. can I buy a dlc from eshop if I use a rom (let's say SMT IV, persona Q, dual destinies)?
2. since my country is not listed in eshop, can I use credit card from another country? (my 3ds is US/asia based, but my credit card is NZ)

1. I believe so? If it shows up in the home menu as the current inserted cartridge.
2. I'm not 100% sure about this one, but I'm guessing it should work.

unfortunately I cannot find new zealand in regional setting because I'm using 3ds for US/ASIA market. so... am I stuck now? boo hoo. #### you region locking.

EDIT: my credit card was charged as well. I just gave nintendo a free 10 bucks. oh well.

I don't think they can charge you for something you didn't get. Maybe you should call them or talk to your bank

I remember reading a clause that mentioned they will not refund anything if the credit card failed. that's why I never bought anything from eshop. oh well since I have pirated a lot of things in 3ds I will just let it go.

EDIT: just bought a digital eshop fund, and it worked. duh. should have done it in the first place. oh well.
