Those only work if savemiifrii is working. You need the autoboot B.L.I.N.D disc. But, since you have not confirmed if savemiifrii is working or not, you are a little ahead of yourself.

To use a rescue disc you need to have a trucha patch system ios and a modchip, or a trucha dip patched system ios. Cios in 249 is not needed, it is the system ios you need patched. If you have a patched system ios, look at the autobooting B.L.I.N.D. disc. Now if you don't have a patched system ios, you can still fix it with a modchip by loading smash stack pal via ssbb-pal. If you need ssbb-pal to fix, look at the disc swap pwns or mario kart pwns, detailed in the error 003 guide for bricked korean wii's.
