i have purchased the animal crossing home dessing edition and comes with 9.8.0-25U , i have already downgraded a normal 3ds and a 2ds both in 10.3, my question is if its safe to use the new sysupdater to downgrade in 9.8 or if its another way to do it

There has been reports of soft-bricking when not on 10.3 and stuff when using SafeSysUpdater, but, you should be safe otherwise. You will not get a hard brick or anything actually.

I wouldn't be so quick to guarantee that, there's been a handful of instances of hard bricks even with the so called safe updater...as always, do any sort of hack on your system completely at your own risk.

Is there a way to backup the nand in 9.8?

Hardmod. If you're trying to run it against an n3ds, it's advised anyways, on grounds that softbricking (and thus forced updating to 10.4) happens for what seems to be no reason...

I would use sysupdater to update to 10.3 first then downgrade to 9.2. The first 3ds attempt I did failed on 9.6 and had to update to 10.4. The second one I updated to 10.3 then went down to 9.2 with no issue.

Check out the last few pages of the Simple Guide to Downgrading your 3DS and you can see a few other people have done this also.
