ROM Hack Boot cfw with 100 % success idea

I have an idea but i do not know if it will work. Can someone with hardmod and v4.x console

1) use Palantine cfw
2) create emunand and install cia installer on it
3) backup emunand and format sd card
4) restore emunand
5) use rxTools to boot with 100% success emunand and install games with cia installer

rxTools don't patch any of the signature checks, so even if you install a cia using palantine, it wont run when you load rxTools.

rxTools does not currently allow booting of DevMan and other unsigned content. This thread is useless.
