Try taking away several Kanto Badges and regain them in game. If that doesn't work, you may need to start over.

i have cheat a lot in this game+_+ and now he is not appear in cinnabar island...
i have 15 badge now

find the way to beat blue and get the badge...
turn on cheat walk any where then step through the old man stand in front of the gym, now you can beat blue and get the badge
after that you walk out and the old man still stand in fron of the door=)) FU old man...
