Read it again. He requested the rom with the english patch applied to it. Distributing the rom is illegal.

thats really sad. you don't deserve to play the patch if you can't figure out what to do. OK! You see the file called Drop Rom Here.bat?! You take your rom, drop it onto that patch, and you are done. Not hard eh? Now, place your flashcard in the toaster on high for 5 minutes and then extract. It should work.

If I recall, only the menus got translated in the patch. The actual script was still in Japanese due to the sheer amount of it and the fact that the game was being released completely in English, making any translation moot point.

According to Amazon, the game is released in English on September 15th. Why not just wait one more month and play the entire game in English rather than just having menus?
