I'm very confused on this subject, I have a PAL Black Wii I purchased new back in November 09 and have it softmodded with the homebrew channel.

Now I tried to run a Wii backup via NeoGamma7 and I get a "DVD Read Error (1101)". I have heard that the Black Wii cannot run backups but I can't seem to find a concrete answer searching over Google and even this site, plus I have seen a YouTube video that shows a backup running on a Black Wii with NeoGamma7.

So can it or can't it?

If I'm correct the black wii can only play backups through usb launchers (I could be wrong but I do believe that this is the case).

Thats correct
They have D3-2 Drives, which can't read burned discs

That's good enough for me, cheers for clearing it up.

I assume then that it's just the DVD drive in which case the person in the YouTube video I saw must have replaced the DVD drive with an older one that can read DVD-R media. Something I'm not going to do, I'd rather get an external HDD and venture into this USB launch method.
