Gaming Black falling dots in GTA: San Andreas?

I have been playing this game for quite sometime now, and as soon as I got it for PC, there have been black dots falling.
I have no idea why this is happening, but, it happens alot. Not like millions at a time, but, I always see one falling.
I don't think it's a graphical glitch, mainly because, some go straight down, and others are going down slower, but in an angle. Looks like this: /

I'll try to capture one, they go down at very high speeds. This video may help, it's what I see in the game...
