Homebrew Best way to learn C++ for 3DS Development

Hi,
I already am fluent in Python and have created some GUIs and stuff with it, but since there's no Python interpreter for the 3DS I can't code anything for it.

How can I learn C++ (specifically for generalised use & homebrew) + What's the best IDE for homebrew (preferably Ubuntu support)

All I know is I need devkitPro and CTRulib

I would recommend you learn C++ on other platforms like Windows first before you start programming for the 3DS.
