I can't quite say it's the best graphics persay but I can say that it has some of the best use of fluid 3D animation and construction and in that the game I'm speaking of is Dream Pinball 3D.
You got like 5-6 generic tables like those generic great ones of the PC/Amiga in the 90s with some spot on physics, great audio compilation to suit the area, and the entire structure including the ball is all 3D. The areas are quite well detailed, light up nicely, and things move and all that and it never skips a frame. Obviously not as crazy on screen as CoD4, FFCC:RoF, and a few others, but I think I just had to give it a nod.
