I created a basic 3DS Theme Manager that I uploaded to github - MeirBelach - 3DSThemeManager.

It requires .NET Framework 4.5 to be installed.

It works to create zip files that can be used by Anemone 3DS Theme Manager.

Now can listen to the bgsm.ogg file.

Umm, all I see in that project is an exe.

That is all it is. You have to have themes already downloaded. The source is being cleaned up and will be upload at a later date.

There is no Github page linked. If you release something and say it's open source, you need to release the source.
