ROM Hack Bakugan: Champions of Vestroia - Have All Cheats

I want to make a cheat where you have all bakugan at the beginning of the game, so I dumped the romfs, but it has many different files. Can someone help me? I'm using the 1.01.03 version of the game.

Also, for the title, I mean "Have All Bakugan", not "Have All Cheats".
