They did say that but later SciresM said that it is pointless and that is not going to put any effort to stop it, it would not include it, but there will be no extra problems to do it by atmosphere

Not directly, but once layeredfs is implemented you could inject both exefs and romfs into an already installed title and then change the titleid in npdm to run a backup in place of a installed game.

Not a end user solution or a intended feature, but very exploitable.

I'm about 50% sure it only needs layeredfs to change the files. Then you can boot it with the npdm change. Don't quote me.
